1.      توفير برامج تعليمية جديدة ومتميزة لخريجي الثانوية العامة أو ما يعادلها بما يتوافق مع متطلبات سوق العمل وتوفر تعليم تكميلي يسد الفجوة بين الطلب والعرض.

2.     إتاحة الفرصة لخريجي الثانويات الذين لم يتمكنوا من دخول الجامعات لتطوير قدراتهم لدخول سوق العمل أو للإلتحاق بالجامعات لحصول على شهادة البكالوريوس.

3.     تنمية قدرات شبابنا وتأهيله علمياً وعملياً ليحظى بإهتمام الشركات العالمية.

4.    تحقيق مخرجات تعليم ذات مواصفات تختلف عما هو موجود حاليا كماً وكيفاً، بحيث تلبي إحتياجات سوق العمل الليبي من عمالة فنية متوسطة لإدارة وتشغيل وصيانة مخرجات خطط التطوير والتنمية المستقبلية بمختلف المناطق.

5.    توطين كليات المجتمع الليبية بالمدن والقرى المتوسطة والصغيرة لتمكين القاطنين بها من اكتساب المهارات اللازمة لتطوير مختلف أوجه الحياة بهذه المدن وتشجيع الهجرة العكسية من المدن إلى القرى.

6.    توفير أول سنتين من الفصول الدراسية المؤدية إلى درجة البكالوريوس.

7.     توفير تدريب مهني أو وظيفي يؤهل الطالب لدخول سوق العمل.

8.     توفير تدريب إصلاحي لخريجي الثانوية ممن يحتاجون لبرامج تقوية في بعض المجالات لكي يتمكنوا من الإنخراط  في الكلية.

9.     توفير تدريب تعاقدي لموظفي بعض الشركات للإنخراط في دورات في مجالات محددة.

10. توفير دورات تطوير ذاتي لتنمية القدرات الشخصية والإهتمامات والهوايات.

11.   توفير برامج التثقيف المجتمعي.

12.  توفير مصدر للقوى العاملة والتنمية الاقتصادية.

1.     Provide new and distinctive educational programs for high (secondary) school graduates or its equivalent in accordance with the requirements of the labor market and provide supplementary education that fills the gap between demand and supply.

2.     Provide secondary school graduates who have not been able to enter universities to develop their abilities to enter the job market or to enroll in universities to obtain a bachelor's degree.

3.     Develop the capabilities of our youth to qualify them scientifically and practically to gain the attention of international companies.

4.     Achieve educational outputs with different specifications than are currently available, so that the needs of the Libyan job market will meet the needs of the technical labor force to manage, operate and maintain the outputs of future development and development plans in different regions.

5.     Localize the Libyan Community Colleges in towns and villages to enable residents to acquire the necessary skills to develop various aspects of life in these cities and encourage migration from cities to villages.

6.     Provide the first two years of a 4 year bachelor's degree.

7.     Provide vocational training that qualifies the student to enter the job market.

8.     Provide rehabilitation training for high school graduates who need strengthening programs in some areas so they can enroll the LCC.

9.     Provide contractual training for employees of some companies to engage in courses in specific areas.

10. Provide self-development courses to develop personal abilities, interests and hobbies.

11. Provide community education programs.

12. Provide a source of manpower and economic development.
