Individual Membership

 

بالإضافة إلى عضوية الكليات، العضوية في الرابطة مفتوحة ايضاً لكل الأشخاص يودون المساهمة في نجاح الرابطة من خلال توفير خبراتهم وعطائهم الشخصي أو عبر مؤسسات يملكونها. وهذا النوع من العضوية هو عضوية وطنية تشريفية ترفع من شأن الرابطة وكذلك من شأن العضو المنتسب إلى اليها. ويتم قبول العضو في الرابطة بعد موافقة مجلس الإدارة على طلب العضوية وفق البنود التالية:

 

البند الأول – أنواع عضوية الأشخاص

1.     العضو المؤسس: هو أحد الأفراد من الذين قاموا بتـأسيس الرابطة.

2.    العضو العامل: هو العضو الذى يحمل شهادة جامعية (بكالوريوس او ليسانس او شهادة عليا) ولديه اهتمام بأعمال الرابطة ويساهم في بنائها وأعمالها وقبل الإلتزام بنظام الرابطة الأساسي ولوائحها الداخلية.

3.    العضو المراسل: هو العضو الذي يقوم بنشاط في مجال الرابطة، ويكون قد اكتسب تقديراً خاصا من قبل الرابطة.

4.    العضو المؤازر: هو الشخص غير المتمتع بالجنسية الليبية ولكن ساهم بصورة خاصة فى تقدم المعارف في مجال عمل الرابطة محليا أو عالميا.

5.    عضو الشرف: هو العضو الذي يتم إختياره من قبل الجمعية العمومية بناءً على دوره ونشاطاته في المجتمعات أو لمن يقدم وجوده أو اسمه خدمات جليلة للرابطة سواء بشكل معنوي أو مادي و ليس له حق حضور الجمعية العمومية أو الترشيح لعضوية مجلس الإدارة أو الإدارة التنفيذية ويجوز منحه صفة فخرية بالرابطة.

 

البند الثاني – شروط عضوية الأشخاص

بالنسبة إلى ألأشخاص الراغبون في العضوية في الرابطة فالعضوية مفتوحة لكلّ من يؤمن بأهدافها ويلتزم بنظامها الأساسي ولوائحها الداخلية ويتمتّع بحسن السّيرة والنّزاهة. بالإضافة إلى ذلك، يشترط في الانتساب لعضوية الرابطة مايلي:

1.     يشترط في المتقدم للانتساب الى الرابطة أن يكون حاصلاً على شهادة جامعية أو شهادة عليا من إحدى الجامعات المعترف بها

2.    إعتماد الطلب من قبل مجلس إدارة الرابطة مبدئياً.

3.    بعد تأسيس إدارة متابعة العضوية، يتوجب موافقة أمين هذه الإدارة أولاً تم تقديم الطلب إلى مجلس الإدارة للإعتماد.

4.    أن يكون من المتمتعين بالجنسية الليبية ويجوز في بعض الحالات الخاصة ضم أشخاص من غير المتمتعين بالجنسية الليبية لكفاءاتهم لإحتياج الرابطة لكفاءاتهم وبعد الموافقة الرسمية لذلك من قبل مجلس الإدارة.

5.    كما يشترط ألاّ يكون المتقدم قد حكم عليه في جناية أو جنحة مخلة بالشرف أو الأمانة

6.    أن يلتزم بالنظم واللوائح المعمول بها بالرابطة

7.     أن يلتزم بسداد الإشتراكات المقررة.

8.    ويشتزط ألا يكون متورطا في جرائم مالية مادية أو معنوية أو إعلامية.

 

البند الثالث - إجراءات طلب العضوية

على الراغب في الحصول على عضوية الرابطة التقدم بطلب وفق النموذج المعد لهذا الغرض وإرفاقه بصورتين شخصيتين حديثتين وبالسيرة الذاتية المبينة تفصيلا المعلومات الدقيقة عن مؤهلات وخبرات وأعمال المعني العلمية والوظائف التي سبق له تقلدها ولا تعتبر العضوية سارية إلا من تاريخ استلام المعني لبطاقة العضوية ومنذ ذلك التاريخ يعتبر قابلا للنظام الأساسي للرابطة.

 

البند الرابع - تسقط العضوية فى الحالإت التالية:

1.     الإستقالة او الإنسحاب بناء على طلب كتابي يقدمه العضو.

2.    وفاة العضو، على ان تقوم الرابطة بتوفير شهادة تشريفية رسمية بمدة عضويته وبالأعمال التي أنجزها خلال فترة عضويته.

3.    عدم تسديد الإشتراك السنوي في خلال شهر من تاريخ بدأ العضوية سواء للأعضاء المؤسسين أو لباقي الأعضاء.

4.    الإخلال بأحد شروط العضوية الموضحة في البند الأول، وفي هذه الحالة تعود العضوية للسريان بناء على طلب العضو إذا تم إستيفاء كافة شروط العضوية.

5.    استغلال العضو للرابطة فى تحقيق أغراض شخصية.

6.    قيام العضو بأعمال من شانها الإضرار بالرابطة و/او أهدافها.

 

البند الخامس - التحقق من سبب سقوط العضوية

يتم التحقق من سبب سقوط العضوية بناء على طلب يتم تقديمه من العضو نفسه أو من مجلس الإدارة أو الإدارة التي ينضوي تحتها العضو إلى إدارة متابعة العضوية. ولا يعتبر العضو فاقدا للعضوية إلا بإخطاره بذلك بكتاب رسمي معد من قبل إدارة متابعة العضوية ومعتمد من قبل مجلس الإدارة.

 

 

In addition to the membership of the colleges, the ALCC membership is also open to all individuals who wish to provide their expertise and personal contribution or the contribution by entities they own. This type of membership is a national honorary membership that elevates the Association as well as the affiliate individual member of the ALCC. Individual membership application shall be approved by the Board of Directors. For an individual to become a member of the Association, the following are required:

 

The First Item – Membership Types for Individuals

1.     Founding Member: He is one of the individuals who founded the Association.

2.     The Working Member: He is a member with a university degree (Bachelor or higher) and has interest in the work of the Association and contributes to its development or employed by the ALCC with condition agrees to abide by the ALCC statues and it bylaws.

3.     Correspondent Member: A member who is active in the area of ​​the ALCC work and objectives, and has gained special recognition by the ALCC with that regard.

4.     Supporting Member: A person who is not a Libyan national and but has contributed in particular to the advancement of knowledge in the area of ​​the ALCC work and objectives locally or globally.

5.     Honorary Member: A member chosen by the board of directors for his/her role and activities in the communities or for whom his presence or name provides great services to the ALCC or its member colleges, in a tangible or intangible manner and maybe granted honorary status in the ALCC. Such a member has no right to attend the ALCC’s General Assembly meeting or to nominate for membership of the Board of Directors or to the Supreme Council of Trustees of the ALCC.

 

Second Item - Membership Application Requirements

For individuals wishing to become members of the Association, membership is open to all those who believe in their objectives, abide by their statutes and bylaws and enjoy good conduct and integrity. In addition, membership requirements in the Association are as follows:

1.     Applicants must have a university degree or a higher from one of the recognized universities as well as endorsement of the application by the ALCC board of directors initially.

2.     After the establishment of the ALCC’s “Membership Follow-up Department”, the department trustee must approve application then submit it to the board for endorsement.

3.     They must be of Libyan nationality.

4.     In certain cases, persons who do not have Libyan nationality may be allowed to join the due to the need of the ALCC to their qualifications and after official consent of the board of directors.

5.     It is also required that the applicant should not have been convicted of a felony or misdemeanor that violates the honor or trust.

6.     The member shall agree and abide by the regulations and the bylaws in force in the ALCC

7.     The member shall pay the assessed and required membership fees.

8.     The member should not be implicated in any financial, tangible, intangible, moral or media crimes.

 

Third Item - Procedures for Membership Application

The individual wishing to become a member of the Association must submit an application in using the form prepared for this purpose and attach two recent personal images and a CV detailing the exact information about the qualifications, experience and work as well as the functions and responsibilities previously assumed. Membership is valid only from the date of receipt of the membership card. That membership is considered valid per the period detailed on the membership card and the member is considered to have accepted to abide by the Statute of the Association and its bylaws.

 

Forth Item - Membership shall be Terminated in the Following Cases:

1.     Resignation or withdrawal at the written request of the member.

2.     Death of the member and that the Association shall provide his family an official certificate of honor for the duration of his membership and for the work accomplished during the membership period.

3.     Failure to pay the periodic membership fees within one month from the date of starting membership. This requirements applies to all members including the founding members.

4.     Violation of one of the membership conditions detailed in the First Article, in which case membership will revert per the request of the member if all of the membership conditions are met.

5.     Exploiting the member the Association to achieve personal goals.

6.    The member harming the ALCC and/or its objective as a result of his/her actions.

 

Fifth Item - Verification of the Fall of Membership

Verification of falling membership causes shall be at the request of the member or the board of directors or the department to which the member belongs. The request is submitted to the Membership Follow-up Department. The membership will not be considered void unless the member is notified officially in writing by the board of directors.

 

 

 

حقوق الأشخاص الأعضاء

Individual Members’ Rights

·       أعضاء الرابطة متساوون في الحقوق والمسؤوليات المقررة بموجب التّشريعات النّافذة، والنّظام الأساسي للرابطة ولوائحها الدّاخلية، والقرارات الصّادرة عن جمعيتها العمومية وعن مجلس إدارتها.

·       للأعضاء الحق في الانتخاب والتّرشّح لهيئات الرابطة، وفي ممارسة حقوقهم الأخرى كحريّة الرأي والتّعبير والتّفكير والمساءلة والمحاسبة بشرط عدم المساس بحقوق باقي الأعضاء.

·       لأيّ عضو الحقّ في الانسحاب من الرابطة في أي وقت ما لم يكن انسحابه مخلاّ بالتزام يخصّها.

·       يجوز لمجلس إدارة الرابطة فصل أي عضو بقرار مسبّب وليس للعضو المنسحب أو العضو المفصول أي حقّ في أصول الرابطة.

 

 

·       The members of the ALCC are equal in the rights and responsibilities prescribed by this statue and the applicable legislation, the statutes of the ALCC and its bylaws, the decisions of its general assembly and its board of directors,

·       The members have the right to vote and run for the association's bodies, and the exercise their other rights such as freedom of opinion, expression without infringing on the rights of other members.

·       Any Member shall have the right to withdraw from the Association at any time unless his withdrawal is in breach of an obligation of its own.

·       The Board of Directors of the ALCC may dismiss any member by a reasoned decision in accordance to the ALCC statute and its bylaws, and neither the retiring member nor the dismissed member shall have any rights to the assets of the ALCC.

 

مسؤوليات وواجبات الأشخاص الأعضاء

Responsibilities & Duties of Individual Members

 

على أعضاء الرابطة العمل وفق أهدافها والالتزام بقراراتها والتصرف بما يتفق مع القوانين والأخلاق القويمة، وعليهم احترام التقاليد المستقرة والأصول المرعية، وعليهم تأدية العمل المناط بهم بدقة وأمانة ومراعاة أحكام القوانين واللوائح والقرارات المنظمة لنشاط الرابطة.

 

ويحظر على أعضاء الرابطة القيام ما يلي:

·       الغياب غير المبرر عن حضور الاجتماعات.

·       مزاولة أي أعمال من شأنها المساس بمصالح الرابطة.

·       المشاركة في اتخاذ أي قرار يعود عليهم بمصلحة شخصية من جراءه. ‏

·       استغلال عضوية الرابطة لتحقيق مصالح شخصية أو لترويـج إدعاءات أو أفكار لا تتفق مع أهداف الرابطة أو أهداف المجتمع ومصالحه.

·       عدم احترام الزملاء بالرابطة أو تسفيه آرائهم أو تعمد إهانتهم أو الإضرار بهم.

·       التقصير أو الإهمال في أداء الأعمال المكلفين بها أو تنفيذها بطريقة لاتحقق أهداف الرابطة.

·       تزوير مستندات الرابطة أو تعمد الإدلاء ببيانات كاذبة في اجتماعاتها.

 

Members of the ALCC must act in accordance with its objectives and abide by its decisions and act in conformity with the laws and ethics. They must respect the established traditions and due diligence. They must perform the work assigned to them accurately and faithfully and take into account the provisions of the laws.

 

The ALCC members are prohibited from:

·       Unwarranted absence from meetings.

·       To carry out any acts that may infringe upon the interests of the ALCC.

·       Participate in making any decision due to them in personal interest as a result of it.

·       Exploit their membership in the Association to achieve personal interests or to promote claims or ideas incompatible with the objectives of the Association or the objectives and interests of society.

·       Failure to respect colleagues at the ALCC or to defame, or insult or ridicule their ideas.

·       Neglecting or lacking in performing the tasks entrusted to them or implementing them in a manner that does not achieve the objectives of the ALCC.

·       Intentionally falsifying ALCC documents or making false statements in the meetings of the Association.
